ABOUT NIRA

The National Identification and Registration Authority (NIRA) is a leading government authority dedicated to establishing and managing a robust and secure national identification system as stipulated in the Identification and Registration of Act (Law No. 009 of March 2023). NIRA is entrusted with the responsibility of creating and maintaining a comprehensive, reliable, and secure database of personal identities for every citizen and legal resident in Somalia. Our primary objective is to provide a unique identification number, commonly known as the National Identification Number (NIN) or ‘Tirsi Aqoonsi’, to individuals, ensuring their recognition and access to a broad range of services. The agency will deliver its services through the establishment of data centers, local and regional enrollment offices across the country, and through its collaboration with other relevant institutions.

At the heart of NIRA's operations lies cutting-edge technology infrastructure, complemented by a team of skilled professionals who are committed to excellence and quality assurance. Leveraging advanced biometric techniques, data analytics, and secure storage systems, we maintain the highest standards of data protection and privacy. This promotes inter-governmental collaboration and facilitates the provision of a range of public services such as voter registration and social welfare programs. Moreover, with the NIN, NIRA aims to streamline administrative processes, enhance security and reduce fraud and corruption as it will provide a platform to identify and verify customers in a digital and automated manner both in-person and online transactions, thereby promoting ease of doing business and socio-economic development.

With its citizen-centric approach, NIRA places the utmost importance on confidentiality, user experience and accessibility to provide greater control over personal data. NIRA seeks to so this through innovative solutions and partnerships to extend our reach, including mobile registration centers, online portals, and community engagement initiatives. Above all, the work of NIRA aims to build a trusted ID ecosystem that will strengthen the relationship between government and its people, as well as boost ties with regional and international partners and stakeholders.

Mission

NIRA empowers residents to exercise their rights, access public services and propel the nation’s socio-economic development by issuing a trusted, secure, robust, digital identity for all through harnessing digital infrastructure and innovation.
