Theme: Laying the Foundation for a Trusted National ID
ABOUT NIRA
The National Identification and Registration Authority (NIRA) is a leading government authority dedicated to establishing and managing a robust and secure national identification system as stipulated in the Identification and Registration of Act (Law No. 009 of March 2023). NIRA is entrusted with the responsibility of creating and maintaining a comprehensive, reliable, and secure database of personal identities for every citizen and legal resident in Somalia. Our primary objective is to provide a unique identification number, commonly known as the National Identification Number (NIN) or ‘Tirsi Aqoonsi’, to individuals, ensuring their recognition and access to a broad range of services. The agency will deliver its services through the establishment of data centers, local and regional enrollment offices across the country, and through its collaboration with other relevant institutions.

By providing individuals with a unique and verifiable identity, the National ID system unlocks opportunities for individuals to participate in the formal financial sector. It enables easier access to banking services, credit facilities, and insurance, empowering individuals to manage their finances effectively and mitigate risks. In light of the upcoming Mutual Evaluation to assess our country’s measures to combat money-laundering and financial terrorism, our banking and finance sector also faces challenges that inhibit its growth and put its future at risk.
